Student Grant 2023/24

Dear Parents

Regarding the Student Grant (2023/24 School Year), the details are listed as follows:

Background:

As part of the $19.1 billion relief measures announced by the Financial Secretary in August 2019, a one-off student grant of $2,500 for each student was provided in the 2019/20 school year to alleviate parents’ financial burden in defraying education expenses. The Chief Executive proposed in the 2019 Policy Address to regularize the provision of the student grant starting from the 2020/21 school year.

Eligibility Criteria:

The student grant is non-means-tested. All students who, as at the date of application, study in Hong Kong, are eligible for the grant. Students of evening schools, students of private studies, holders of student visa for entry into Hong Kong for studies and holders of Form of Recognizance issued by the Immigration Department are ineligible.

Application Arrangements:

Starting from the 2023/24 school year, EDB will introduce electronic submission of the student grant application (e-submission). To cater for the needs of individual parents, apart from making e-submission, parents can still choose to return the completed paper application form to school for onward submission. However, only one application, either in e-form or paper form, can be submitted for each eligible student.

Relevant Arrangements of e-Submission:

Parents/Guardians (hereinafter referred to as “applicants”) may submit online application, and applicants must have a user account of “iAM Smart+” with digita signing function. They may log in to the online service of “e-Submission of Student Grant Applications” via the app directly, or click the link: https://stgsesweb.edb.gov.hk to submit the online application. Please read carefully the “Guidance Notes” on the e-platform. Please note that the e-platform opened at 6:00am on 14^th September and will close after 11:59pm on 2^nd October 2023. EDB will inform the applicants of the application progress and other related matters via SMS and/or email.

Relevant Arrangements of Paper Application Forms:

Paper application forms will be distributed to the student on 6th October 2023, except for those who have submitted an online application. Please complete the form and submit it to the school on or before 16^th October (Monday). Please note that the completed paper application forms must be submitted through the school. For late submission, parents have to submit the form to the EDB in person. Applicants should read carefully the “Notes to Complete this Form” and the “Declaration” before completing the “Student Grant” Application Form. Applicants are not required to provide other documents at this stage. Applicants will only be required to provide documents when necessary. As parents generally possess local bank accounts, the subsidy will be disbursed to parents via bank transfer.
